On Wednesday, February 21st, the Federal Highway Administration (FHWA) and the Nevada Department of Transportation (NDOT) hosted a Targeted Overlay Pavement Solutions (TOPS) Workshop on Concrete Overlays at the NDOT headquarters in Carson City, with a livestream to the NDOT offices in Las Vegas. The two-day event was well-attended by NDOT and other city and county team members, representatives from the SWCPA and CNCA, along with Nevada contractors and materials suppliers.

Iyad Alattar, Technical Programs Engineer with the FHWA in Nevada, welcomed everyone to the two-day gathering, and then introduced Robert Conway, FHWA Resource Center Senior Pavement & Materials Engineer, who presented the FHWA Targeted Overlay Pavement Solutions (TOPS) Initiative.

Peter Schmalzer, NDOT Assistant Chief Materials Engineer, next spoke on the NDOT Perspective on Concrete Overlays. The FHWA TOPS Team, with Robert Conway and past ACPA president Jerry Voigt, now principal of Square One Consulting, followed with presentations on Plans & Specifications, Material Selection & Testing, and Successful Construction Practices & Deployment Strategies.

On Thursday, February 22nd, Peter Schmalzer and SWCPA Executive Director Charles Stuart led off the day’s events with a discussion on local issues and the state of concrete pavement in Nevada. Jerry Voigt then presented Concrete Phasing & Maintenance of Traffic, followed by Concrete Construction. Robert Conway then spoke on Concrete Materials, and later, Concrete Acceptance to wrap up the workshop.
