On January 13th, Governor Gavin Newsom appointed Cory Binns Chief Deputy Director at the California Department of Transportation, marking a welcome return to Caltrans leadership.

Binns has been a Retired Annuitant Director of Construction and Engineering at the San Diego Association of Governments since 2025, and Pre-Construction Manager of Alternative Delivery at Flatiron Construction from 2023 to 2024.

During his earlier tenure at Caltrans from 1999 to 2023, Binns served in a variety of capacities, including Deputy Director of Maintenance and Operations, District 11 Director, and Corridor Manager. Prior to joining Caltrans, he served as Construction Quality Control Manager at West Coast General Corporation, Project Engineer at Pountney and Associates, and Assistant Engineer at Riverside County Flood Control.

Cory Binns earned a Bachelor of Science degree in Civil Engineering from the University of California, Irvine, then later served in the Navy Reserve Civil Engineer Corps.
